They are estimates based on UK population statistics. They show how common particular conditions, circumstances and other factors are in the population, rather than predicting how many people using your service will have a particular access need.
Having a disability or condition does not necessarily mean someone will have an access need in your service. People without a disability or diagnosis may also have access needs because of temporary, situational or other circumstances. Access needs can vary depending on the person, context, task and environment. Prevalence can also vary by factors such as age, geography and the population your service is designed for.
The same person may be represented in more than one category, so figures should not be added together. Use these estimates as a prompt for inclusive design and further research, alongside research with people who have relevant access needs.
